The massive Palworld 1.0 full release completely transforms base management. While players could occasionally exploit building quirks in the early access phase, the official 1.0 update fully integrates a dedicated Ocean Base Building system. Tamers can now take over the high seas to construct massive, flat, and entirely unraidable ocean fortresses.
Because water bases require high-tier technology and an immense resource loop, setting one up is the ultimate late-game milestone. Players who want to bypass the heavy material and level grinding can jump straight to building by checking out the specialized SSEGOLD Palworld Items and Currency Store.

How to Unlock Floating Base Technology
Water-based construction is locked behind late-game progression. Players must reach Player Level 66 to find the necessary technology blueprints.
[Level 66 Progression Checklist]
├── Unlock "Aquatic Construction Kit" (Ancient Technology Tree - 4 Points)
├── Build an Advanced Production Assembly Line
└── Gather Tier-4 Materials (Cement, High-Quality Wood, Coralum)
To enable water snapping mechanics, players need to unlock and craft the Aquatic Construction Kit.
One-Time Crafting Rule
Players only need to craft the Aquatic Construction Kit once. Once built, it sits permanently in the "Key Items" inventory slot, granting infinite access to water foundation placement.
Required Crafting Materials
200x Cement (Unlocks at Level 19)
100x High-Quality Wooden Boards (Unlocks at Level 43)
50x Coralum Ingots (Unlocks at Level 62 via the Gigantic Furnace)
Stuck on the level grind or missing rare Coralum materials? Players can easily top off their inventories or secure high-tier gear bundles directly through the SSEGOLD Palworld Store.
Step-by-Step Palworld Water Base Guide
Building foundations directly over ocean water operates under slightly adjusted physics rules compared to dry land.
Step 1: Secure an Ocean Foothold
Tamers cannot build while fully submerged in deep water. Players must swim out using a dedicated water mount (like Jormuntide) or stand in a shallow coastal zone to place the very first foundation block.
Step 2: Snap the Foundations
Open the building menu, navigate to the structures tab, and place the first foundation directly on the water surface. The 1.0 update features a much more forgiving structural integrity system, allowing structures to snap together cleanly over long distances.
Step 3: The Viral "3-in-1 Base" Network
The primary reason players build at sea is to take advantage of the vast, unobstructed flat space. This space allows players to overlap three distinct Pal Boxes to build a mega-automated factory network:
Construct a central 3x3 platform of foundations out in the open ocean.
Place the first Pal Box directly in the dead center of the 3x3 layout.
Build a straight line of foundations extending outward exactly 20 to 21 spaces from the edge.
At the end of the line, build another platform and place a second Pal Box. (The game will allow placement right at the border of the "too close to another base" restriction).
Go back to the central midpoint between your bases, turn 90 degrees, and build out 11 foundations in a perpendicular direction to drop the third Pal Box.
This creates a massive, seamless, connected triangle layout of working zones.
Best Ocean Base Locations in 1.0
To maximize utility, choose locations that avoid map bounds while maintaining closeness to endgame resources.
The Sunreach Sky-Arch Coast
Located directly below the new floating archipelago biome. This deep-water coastal zone offers a massive building radius completely free of land obstructions.
The World Tree Outskirts
Positioned right along the border of the newly opened endgame barrier. This location provides an unobstructed view of the tree while granting fast access to high-level drops.
The Archipelago Sanctuaries
The waters surrounding the overhauled wildlife conservation sanctuaries offer excellent flat build zones. These areas keep bases positioned right next to rare Pal spawns.
Optimizing Your Water Fortress Layout
Pal Pathfinding Adjustments
To prevent larger worker Pals from getting stuck, glitched, or falling into the water, build indoor workshops with at least 2 to 3 walls of height.
Aesthetic Choices
When using wood, stone, or metal foundations, the structures display flotation buoys underneath. For a clean, seamless look that appears to float perfectly on the water surface, use the Glass Structure Set or Ancient Civilization themes.
