Starting with Update 49, you no longer need to travel to a shrine or use a scroll to reset your character. You can now reallocate points directly through the standard game menus for free.

Attributes: Open your Character Menu (default key 'C' on PC) and select the "Respec Attributes" option at the bottom. You can then redistribute your points into Health, Magicka, and Stamina.
